As a councillor , Richard would introduce motions at community council to have a form of ”Area Rating” involving
the residents of the ward to be able to say what services from Toronto they want to pay for as part of the Property Tax Base.
This would enable the Community to define what levels of support are needed to maintain our quality of life, here
in Highland Creek.
